    Delegate Sobonya moves to amend the committee substitute on page 8, section 12d, line 16 after the word “commission” by striking the period and inserting the following:

“PROVIDED, That no application shall be accepted by the commission until after an election is conducted in the county in which the gaming facility is located in accordance with the procedure set forth in Section 9 of Article 25 of Chapter 29 of the Code, and a majority of those voting casts their votes in favor of allowing pari-mutuel wagering at said gaming facility.”
